Implements serving of webp images with fallback for browsers that do not support them. Part of this update makes image processor URIs look to browsers like images if Mod-rewrite is enabled. This is needed for "source" attributes so that the browser will properly load an cause the image to be cached.

Removes some deprecated plugins and poorly translated languages.

And, of course, there are the usual bug fixes and security improvements.
